  1. You can only take out loans to finance YOUR rent and food. Medical schools calculate living expenses into their cost of attendance. They only calculate living expenses for ONE person, though. So if your mother lived with you, you might have a hard time living on the loan money. It's not advisable. It is best to try and support her after medical school, not during. She's an adult, she can take care of herself. It'll be alright.
  2. If your mother is incapable of taking care of herself, you should contact a social service agency to see if she qualifies for any program. Based on the way you phrased it, there's an assumption that your mother is not going to relocate with you. I doubt you will find a sympathetic ear at a bank, as the first question is going to be, "If she can't support herself, why is she staying where she is and increasing both of your living expenses?" However, there is a potential solution. It's known informally as the military medical school. You receive a full military salary while attending the four years of medical school and then you are obligated to serve for seven years. Here's a link to its web site: http://www.usuhs.mil/ An additional benefit, in your case, is that since you are receiving a salary, you can take out loans to offset your mother's expenses. Best of luck!
