I assume you mean personal finances, like "why am I always broke at the end of the week", and not "what is the correct ratio of stocks, bonds, and cash I should carry in my portfolio to achive my goal of X, when I retire in Y". Get a little notebook and write down everything you spend for a couple of weeks. Most people who do this are surprised at the amount money they waste.
4. You didn't tell us much about your financial situation. If you have high interest credit cards, get another credit card which offers 0% interest on balance transfers. Transfer the funds, and pay it off. Don't use it for purchases until the balance transfers are paid off.
